Good detective work. I find it hard to believe that JDK 1.4 should
have a bug in its reflection code although the fact that switching to
JDK 1.3 solved the problem comforts the theory of a bug in JDK 1.4.
The last time I was confronted with a JDK bug was in 998 or so in
IBM's JDK 1.1.6 impl

As far as I can tell, there is only one possible explanation. You have
a copy of log4j-XXX.jar in both WEB-INF/lib of your web application as
well as on the CLASSPATH or a copy of log4j-XXX.jar is in
$JAVA_HOME/jre/lib/ext/
Remove log4j.jar from the CLASSPATH and from $JAVA_HOME/jre/lib/ext/
