There's a problem with the really old bootroms on those
cards. They don't pass the kernel parameters properly.
But, there is a way to deal with it. On the LTSP.org
contrib page, there is a document from Jason Pattie
describing how to use an older bootrom to download a
newer Etherboot ima

That package is simply the source code for those
utilities.
Each of the utilities is already installed as part of ltsp_core.
I supplied the source, only for someone to see how it works,
and possibly enhance or fix bugs in it. For normal
use, you do NOT need to install that package.

It sounds like you aren't mounting the proper root filesystem.
Which kernel package are you using, and what is 'root-path'
set to in dhcpd.conf ?
