The only way to do this, I think, would be to launch the Xserver with
the option "DontVTSwitch".
In LTSP5, what you could do is edit:
/opt/ltsp/i386/usr/lib/ltsp/configure-x.sh
and near the bottom, before the line that reads "mv $INPUT_FILE
$OUT_FILE", add some code like:

Did you install lsb-core only, or a selection or everything of the
lsb-packages?
