You might also want to remove files halt, poweroff and reboot from
/etc/security/c

Hmm... strange actually.
I recall there was a kernel patch for ext2 file system to speed up
listing. I am not sure that it went into the official kernel tree, but
you can look for it somewhere here:
http://people.nl.linux.org/~phillips/htree/
Maybe it will solve your problem.
