Check that /usr/local/bin/Xvnc is really there
Attemp connection, watch it with tcpdump and afterwards check your /var/log
for error messages.

I am trying to get LTSP 4 going on a SuSE 9.1 pro
Most of it is working the only thing I can't get going is VNC via xinetd
just like the K12LTSP (Fedora) does.
I have found an older how-to but that isn't very helpful.
