I address this by denying mount privileges to the container
(i.e. lxc.
The only success I had was in running:
host # /sbin/init 1
but because it wasn't properly completing the shutdown I was a little
concerned about proceeding with that as a reasonable solution.

by the shutdown scripts of the client in a container
Before shutdown of the client:
host # grep devpts /proc/mounts
devpts /dev/pts devpts
rw,nosuid,noexec,relatime,gid=5,mode=620,ptmxmode=00
