It moves top_y from LyXText to BufferView. Rationale: insets don't scroll,
so don't need it nor use it. If inset scrolling is to be implemented

Looks to me like updateInset expects the inset arg to always point to
a valid InsetOld. Why not pass 'InsetOld const &' then? Therea are
two many pointers that should be references
