This looks like a bug to me. The user has "Use Hyperref" turned on, and
does not have "No frames around links" checked, but there are no frames
around \href links, but they are only colored. Shouldn't there be?

We are moving now towards the release of LyX 2.4.1. There should not be
a lot of new translations for this one, but there are some (I am pretty
sure). Please have any updates to us by 30 June. I'll plan to do the
release at the beginning of July.
