Unity HUD -- different behaviors with cmake vs. autotools

As discussed in (a partial hijacking of) #8484, if I build with autotools, there is a workaround to get HUD working by clicking on the menus to generate the items. If I build with cmake, that workaround does not work. Any guess as to what causes the difference? Note that I don't really care about
