that I had a similar problem with klipper on a RH7.3 system distribution
and with lyx1.3.1 running under KDE.

LaTeX bug or something is wrong on my side.

Actually no, I am using pictex.
I produced a pictex file using xfig and wanted to call it (\input) from
lyx.
It works well in a simple document i.e. it works when only a few
\usepackage commands are present in the lyx file.
When I \input the pictex file from my real life lyx file, it produces

style. Using plain, it works well from within LyX. I ought to check
this further.
I am including a copy of the test file. Try it out and report if you
have some problems otherwise reproduce these steps to insert a bibfile:
