I unplugged the memory board and removed the motherboard from the case with the
grounding shield to do the repair. When I had completed the repair I put the
computer back together with the memory board and then powered it on for the
first time and it came up with the black screen.

did you happen to unplug the memory board itself? perhaps that cable did
not go back together well. I assume you pulled the main board out of the
case to do the repair.

I have tested the voltages of the memory on the RAM board, Voltages are around
3.1-3.2V when the computer is powered off and around 5V when the computer is on.
I have taken out the Extra memory it have with no luck. The system has no
extra rom in it. The flex cable is align in the slot.
But
Guys please remember to trim the excess content from emails particularly
if you are copying something from the digest.

Turned the memory power off for one minute and then back on it seem to solve
the power button issue but the screen is still the same.
Also the voltage of the battery when no power from battery’s or DC jack is
around 3.79v.

Did you double check the polarity of the new battery?
If the CMOS battery was flat on install, it will take some time to charge
up.
It has to be charged or the T200 won't work.
