Odd works here for me. I'd contact the vienna devs and see what's going on.
The folks are very helpful in the forums. I've been using it now for about 1-2

If security options are blocking it. Then go into your security options in
system preferences. It should tell you there.

All the commands that are programmed into your Braille display show up in a
table when you click the Assign Commands… button in the VoiceOver Utility,
category Braille, Displays tab. You can add VoiceOver commands if you find that
you need to. To find the table, just press VO-Dow

In VoiceOver Utility, go down to the second from last category which is
Braille. Select Layout. You’ll find several check boxes such as Use 8-dot
Braille, and others. Then select the Verbosity category and select Braille. Set
Braille verbosity to either low or medium.

You configure Braille settings in the VoiceOver Utility, first of all in the
