thank you - that workaround seemed to do the trick. Two questions remain:
Is it a bug that the approach through the file menu doesn't work?
How do I find window chooser as David suggested?

Window Chooser is by default VO F2 pressed twice..
If you are using Numpad Commander on a numpad it is slash.
You can also assign an option key combination in keyboard Commander if that
makes it easier.
I have set up option W in the past to open Window Chooser.

Once you’ve got iWork on one of your machines, you can get it on all your
machines. I think it appears in your purchased items.

This has not changed in iOS 8. Most of the time VoiceOver's rotor does
automatically switch to action but some of the time it doesn't at all or it
does then all of a sudden change to something like characters without warning.
No big deal though; I just use the rotor to go back to actions and it
