This is a known bug in iOS 8. It has been reported already, but I hope they fix
it very soon.
Thanks for that work around mean while all goes back to normal with our dear OS.

I am having a very frustrating time trying to move all my Apps on my iPhone 5S
into sensible folders on home page 1. .
I currently have folders on 4 columns and 4 rows on page 1. Now there are App
Icons on page 2 which I want to move into the appropriate folder on page 1.
