Disk Utility fails to clone USB flash drive

I'm on macOS High Sierra, and I'm trying to clone an older USB flash drive to a new one, using Disk Utility. Both drives work normally, with no known problems. Both are APFS and encrypted (if it matters). However, the Disk Utility "restore" procedure fails. The source USB flash drive is 256G

Would something like SuperDuper or Carbon Copy Cloner do the job? I use SuperDuper to clone my backups (and for many other one-off tasks) and it’s never let me down. It’s also free. Disk Utility has become so bug laden in my experience that it fails nearly 100% of the time, no matter what I try
