If you have created a bootable external drive you should try using that. Also,
you can try booting using the recovery or internet recovery options. Not all
systems have the latter ability, but you should be able to read about your
options for recovery booting from the Apple support pages.

Yes, you can startup VoiceOVer in recovery mode, though it will not be a high
quality voice that comes up when you hit command-F5, and I doubt that VO
Utility is available either but it can read the menus and options.

I had this problem a few months ago and found out that the hd was going bad and
I had it replaced. Glad you got things going again. If you have an apple
store near by you might want to take it and have them check things and make
sure it is not going bad. HTH.

I can only speak for Mojave. The space 1245 toggles
contracted/uncontracted braille. However, I drilled into the assign
commands function and found the one that toggles 6 dot and 8 dot. So
that now works plus I added 4 other command. Oddly, I cannot make the
assign commands to work under iOS
