It sounds like most of these are just apps you use, not necessarily that they
are actually active. Maybe take a look in Activity Monitor to see if any of
those happen to be active. Activity Monitor is in your Utilities folder.

A long shot. You can export your VO settings in Voiceover Utility
from the menu bar then reset to defaults. If you still experience issues
you can easily restore those settings simply by doing a command down on
the file you exported.
