The file is a scanned docunet I am in no doubt. The file info says
Author: Hewlett Packard MFP. This Tells me that it is HP Multi-
Function Printer. So it is a Printer/Scanner/Coppier that was used to
create the PDF. You will need an OCR program to read the PDF.

I would try opening with preview first, see if you can get
information through vo that way first.
Then if not, copy the document and run it through something like Abby
fine reader, then if for some reason something gets lost in
converstion you still have the original. But using fine reader
