Robert’s suggestion to turn off Screen Curtin and then try hand off worked for
me!
So for now hand off problem solved.
Now that is some strange bug.

don't know the specific time restriction, but there is one and I believe that
it is less than 30 seconds, may even be 10 or 15. So, It is best to have the

to think I was alone with this.
I have restarted iPhone and Mac, turned off Hand off and turned on again on

I experience that same issue sometimes on my Mac mini that is still running
High Sierra. I have learned to cycle VO off and then back on again. This
usually fixes most gremlins.

doesn’t, is to turn it off and back on again. So disable handoff on both
devices and restart them and then enable handoff again. You probably don’t need
to restart the devices but it doesn’t do any harm.

sometimes, a boring old restart does the trick. When I updated to 10.15.4 on
my MBP, the Extras Menus weren't working. Every time I did a VO-m-m, the first
one went to the main Menubar, and the second went to my Desktop. I turned VO
off and on, quit apps, all with no joy. I logged out

I double checked hand off and both are turned on. Mac and iPhone. I
have a funny feeling I’m doing something silly like not pasting correctly or
not looking for the correct rotor setting.

You need more than just Bluetooth enabled. You need Hand-off turned on for
both, Bluetooth on, and both on the same WiFi network of course. Hand-off is
in the General pane of System Prefs on the Mac. It's also in General of the
Settings app on iOS/iPadOS.
