I am totally fine with filling out an application for a permit had they asked
me to. Instead they hit me with a hard refusal. I found it baffling that they
told me I need to go to the library to ship my package. I thought post offices
is where you shipped mail and libraries are were you borrow

The Post Office should know what to do. Just an uneducated employee. Mark the
upper left corner clearly “Free Matter for the Blind or Hndicapped” and drop it
in a mail slot.
