After I hit VO-A and wait for it to automatically interact, I hit Control to
stop speech, then press VO-Shift-End to go to the bottom of the html content
area. I realise it isn't an ideal solution, but it's the only one I could come
up with that worked repeatedly.

I experienced this inability to interact also. Haven't used it much lately but
think I have resolved the issue.
I had set up a messages activity to turn off cursor tracking like it was
recommended by the user guide. I deleted it and now use normal default cursor
tracking options and it appears

Gavin, the only problem I foresee with that soolution is that the messages I
want to read are nearly always the last few at the bottom of the HTML area.

What seemed to resolve that issue for me is moving the VoiceOver cursor to the
html content area and pressing Control-Option-A. This should automatically
interact with the html content area and start reading whatever is in it. I
sometimes have this problem in Skype, too.
