I was thinking about different levels of use on Devices.
it could be for a simple thing like if you want to change the way a word is
spoken and don't want to have to import settings on each device it's just
another way and completely optional to each users requirements.

through that window and you'll see various options you can customize
when logging in. A chedkbox you'll want to see checked is Voiceover at

This is not what I am talking about. VO works at login and
elsewhere. But what I want to do is change how VO speaks everywhere. I
am using the Alex voice and I have the speech rate pitch etc set the way
it works best for me. These voice settings however are not honored
system wide.
VoiceOver at login will always use Alex, and always at a slow rate, in my
experience. I've never seen it do this elsewhere, except in system updates.

You can't. This is the VoiceOver cursor and helps partially or fully
sighted people who are working with you. It can also enable a partially
or fully sighted person to use VoiceOver or just help you out along the
way. As you move along the screen with a swipe or a single tap the box

In Voiceover Utility, VO-f8, you can go to Visuals and try the Voiceover cursor

there is no way to share Voiceover settings on IOS.
