How about you use the Window chooser. VO-f2-f2 brings up the list of available

As far as I know, you are using the correct command for cycling through
windows. In which application (or is it all of them), does this not work? If
you try it in Safari, and you have browser windows open in different tabs, then
you need to press control+tab to cycle through the tabs

Hey, make sure you aren't in full screen mode in one of the applications. For
some reason I think I had that problem once and I think I was in full screen
mode in one of my applications and it prevented me from toggling between
things. Hope this helps.
