Sometimes when you hear security agent has no window, before clicking anything, do the vo-shift-space. Sometimes you may be able to find it with a vo-f2-f2 and see if you can find that window. This is not a Mojave issue, its been around a while. From E.T.'s Keyboard...

So I’ve updated to the newest version of the OS. It seems, to me, that when the password window comes up, and i hit VO+Shift+space, Vo just goes busy. I have to force quit the app, maybe like 5/6 times, until I can get the password to come up. -- The following information is important for all
