Sometimes when you hear security agent has no window, before
clicking anything, do the vo-shift-space. Sometimes you may be able to
find it with a vo-f2-f2 and see if you can find that window. This is not
a Mojave issue, its been around a while.

happens is that it appears taht the Text Edit Box for some reason isn't
getting focus. I'm not sure if this helps you or not, but just figured
taht I would give it a spin as far as ideas are concerned.

I was trying to install some software.
What I ended up doing, is turn off VO, then cmd tab, then turn vo back on, then
cmd+tab back to the window, then vo+shift+space.
All that for that.

VO+Shift+space, Vo just goes busy.
I have to force quit the app, maybe like 5/6 times, until I can get the
