This is a little puzzling as I have just checked my web rota on Safari using
Mavericks system and lines is there alongside words and characters as normal.
Are you sure it is the web rota settings that you have adjusted?

You can read down by line in Safari, you just need to enable line as a
navigation element in Voiceover Utility settings for the web rota. This
is not enabled by default so you will have to VO F8 to go to Settings
and web rota to enable this.
In terms of reading a paragrahp at a time I just nor
