Subject says it all. I migrated my data, everything seemed to be going well. I

You go into System Prefs, Time Machine and uncheck the Automatically Backup
checkbox, close System Prefs, then re-open and check it again. The close is
required to properly apply changes.

When verifying that ™ appeared to be doing things correctly with 10.14 I saw
these messages consistently though I was still able to list the files using
terminal, so I just forgot about it. I’ll go reset this option this week

Success! I finally did get my file back, and it was kind of interesting.
Unchecking, then re-checking the Backup automatically box seemed to do it.
Interesting part was that even after restarting Time Machine, I would always
get the message “no permission to read”, no matter what file I was on,

Being "Read Only" should not be an issue. In fact, I expect that the backup
bundle is all read only as you are not supposed to modify its contents. When
you find the file you wish to recover, use the Window Chooser to get to the
time Machine controls, choose the recover date then restore
That’s exactly what I’m doing. I really don’t know any other way.

I’ve got a late 2014 Mac mini running the latest version of Mojave. I’ve got
time machine backing up to a network drive, and it seems to be backing up OK,
however it won’t let me restore a file I need. When I go to the list of files,

Yes, sort of. If you wish to use your drive for other backup purposes as well,
then you should have two or more partitions on the drive. One for Time Machine
backup purposes and the other can be for other backups of whatever you wish.

Ok this helps a lot. So to be clear, I can partition my drive for time
machine. Then once it is backed up I can use the rest of the drive as usual?
In other words, time machine doesn't prohibit me from backing up and retrieving
files from the rest of the drive, right?

Just to be clear, you must dedicate a drive or partition to Time
Machine. It will take over whatever you give it and keep archiving until
it uses up all available space on that drive or partition. Once it runs
out of space it will prune the oldest backups first. As Tim points out,
