I've found that we use in myspell-gsc_FR (and now hunspell-gsc) files
that are licensed under BY-NC-ND
http://creativecommons.org/licenses/by-nc-nd/3.0/
Fedora qualifies it as a bad license http://fedoraproject.org/wiki/Licensing
Therefore I would put it into nonfree.
