They could move to the bottom of the page under "More options" like we
have for journals.

I took the trivial implementation step of just moving the "Retractable"
and "Default" checkboxes to the bottom of the block config. I
experimented with putting them inside a fieldset, but that seemed to
cause errors in some block types. However, just moving to the bottom
causes no problems at all,
