In my experience in cases like this, it often helps to delete the
preferences file.
However, yo do lose ALL the settings then which is usually not very
pleasant.
So let me suggest another approach.

See how the new window is way over to the right and narrow?
I always move it into the middle and widen it. But this has been going
on for some days
