I was just this week able to unblock two IPs. Requirement was the same
as before, a website with an imprint. No proof of commercial use required.

the general answer for sending mail to T-Online is to have an impress on
your site and ask for an unblock after publish.
The contact Address should be displayed in your SMTP error message.
