i know we can do this thing from javascript but my requirement is to do this
thing from code .

It's best that you have a good understanding of the Layer Definition XML
schema.
Structurally it goes like this:
[1 - n] VectorScaleRange elements. Check for the matching scale range here
[0 -1] AreaTypeStyle elements (for basic polygon styles)
[1 - n] AreaRule elements
[0 - 1]

I'm not happy about MgRenderingService:RenderMapLegend for the very low
quality. So, I'm trying to create a new legend engine.
MgMappingService::GenerateLegendImage generates each icon symbol, and this
is ok.
