MI Re: poor mapinfo support for file opening in older versions

Thanks Cattaneo fro bringing this one up I have found that Mapinfo has a very poor backwards support for file formats. We started originally with v4 16 bit and for most but not all users have moved up each version thru maintenance to 5.5. When we switched to 4.5 we expected problems in backwards
