So what Andrew seems to be telling us is that if Gigantico Wireless Inc.
wants prism maps they're damn well going to get prism maps.
Meanwhile, MI still doesn't have an intelligent label placement feature or
any of the dozens of other basic functions that the MI-l group has been
asking
Does anyone know how to get the scale bar tool to work in the Layout window?

Do you mean scaled symbols as in a thematic map? MI can do an approximation
of this type of map - look under graduated thematic maps.
Unfortunately the symbols can't be scaled in true proportion to the value
you want to present, since they can only scale in fixed point size steps
