These guys have a product I’ve used
in ArcMap that would be an excellent choice for creating vector lines from raster.
If your lines are solid and bright, it should be pretty easy to do…just a
few clicks:

We've had good results from R2V, mostly using the semi-automated
interactive vectorizing of topographic contours. But, it'll
automatically vectorize an entire image well also, _if_ the image is
clean enough. From the sound of things, you'd have some image
processing to do so that your vector

The UN has a free raster to vector package called mapscan.
It works very well on all sorts of input maps. A very handy feature
is that it allows you to georeference the resulting vectors and save
them in .mif format.
