Hi Carolyn
Simply, arrange your toolbars where you like them to be then go to
options > toolbars and check save as default.
I want to pay your attention that these arrangements are applied only to
MapInfo toolbars not for other external tools like Vertical Mapper.

1. Place the buttonpads/toolbars where you want them
2. Rightclick on any of these buttonpads/toolbars
3. Check the Save as default at the bottom of the dialog
