looking at your screenshot this does not look right at all.
What I would do is, connect myself to the database, the wms (directly
and via mapcache), and to OSM at the same time with QGIS (open source)
and see what happens there. I was able to figure out most of my CRS

In isolation, it was looking OK, however when we layer the boundaries with any
known background (OSM etc) they appear to be offset by a few degrees S (it is
all in EPSG:3857)
