Phosphoric acid should do the trick. It should eat any little flash rust and
add a phosphor coating. I think it's whats used in the POR15 kit.

Yea I am just going to seal it, I already ordered a kit. When these
tanks are new, or under normal conditions, are they coated with

The bare steel will rust quickly; you need to either put gasoline in it
(I think), or seal it. Probably sealing it would be better.
