Yes, the loose threads are FPT. No, the MPT fitting goes into the end of
its threads and is still loose. It's a street L - no room for more threads.
I'm thinking JBWeld is the way to go.

The fitting is defective.. 15 wraps of teflon tape is far too much.
Get a new fitting, test the pieces that screw into it before you buy..
Pipe threads are designed to taper tighten and make a seal... teflon or
pipe joint compound is designed to only fill minor gaps, you have major
thread gaps.
