We currently have 1099-Misc for lots of things, including business expenses,
where if you want to expense payments totaling $600 or more to a subcontractor,
you have to issue the 1099 unless the subcontractor is incorporated.
It sounds like the eBay scheme is attempting to do something similar

Not much, I'd say. CL mostly isn't involved in the payment
end at all. Not sure about their commercial side whereby the
infrastructure is paid for.
