This has been discussed in the W140 conference over at Benzworld a bit. Seems that the return spring just gets tired from age and use. That being said, some people claim that by carefully spraying something like WD40 on the sides of the retractor and operating it briskly will get it to work

On the W124 I would remove the B pillar covering which would give you immediate access to the retractor. You do that by pulling up the threshold panels in both door openings, pulling the door opening welting (that fuzzy strip that surrounds the door opening) off, taking the two screws out of
