It isn't sap, it's some sort of very soft objects not more than 3/4" long that
sort of break up when you squeeze them; possibly oak.

I vote for peanut butter to remove the sap.
As for stain, I am not sure what will be best. I would at least try a dilute
hydrogen peroxide solution, as that might do a number on the organic compounds
without eating into the paint. Clay Bar is what I would chase that with to
remove the really

You can often find it at WalMart or at a good NAPA for sure.
