No, you have to make California happy or you won’t get a pink slip. No pink slip, no title. I had to deal with this on my former 62 300SE. Granted, it was a very different situation, but CA was enough of a PITA that I had to wash the title through Alabama to get a clear title to the car. Since

Where are you next registering it? If in WA, for example, there's a particular form for seller and buyer to sign in order for the State to accept what you actually paid. Otherwise they look at the Blue Book, and not the car. Certainly they don't care about anything trivial like a bill of sale,

I’m in AZ. From what Dan told me it sounds like the current owner has to get the vehicle current on its registration. In this case, it’s fines of about $600. Then they are able to put the paperwork in for a duplicate pink slip. Once I get a pink slip, they sign it over to me and I bring it back
