The functional spec looks good. Most (all) MFI's that I have seen use specialised resources for doing the actual data entry into Mifos (In some of the smaller MFI's, this is done by the branch mangers/ assistant managers while the larger ones use dedicated data entry operators in their branche

You are looking for a solution where the MFI can use Mifos while the migration is done in phases. If you have everything in Mifos then you would have to wait for Mifos release to get data migration part right or fix something in that or even customize it. If the Migration toolkit is outside Mifos
