You didn't mention how many ethernet ports, but there are a couple of
RouterMaxx units that would do what you need; 6-port and 10-port.
Neither requires a fan, and either will run circles around an RB493x.

We are currently running 48volts up the tower via two conductor wire to
a distribution block. The switch is a Cisco SRW208MP. Right now, the
only device in that enclosure is a StarOS X4000 board - which runs on
48volts.
