"No buffer space available" with a lot of queueing

We have a PC with OpenBSD 4.0-stable i386 that we use as a firewall/gateway. It has a lot of HFSC queues. Today we had a flood if traffic and the outgoing interface started to "loss" packets. If I tried to ping through the outgoing interface the "No buffer space available" error occurred.
