Recognizing USB plug-ins

With OpenBSD 5.8 if I plug in my USB external drive then check usbdevs or sysctl hw.disknames then I don't see it and dmesg doesn't show anything. If I boot with the drive already plugged in then I see it. I am happy to mount it manually, etc., but I wonder how to get the system to notice the devic
