Tried mpegtools on Linux, and happily produced useful results.
They work also well with several other OS.
However, I'm trying to build images for DVD starting with animation
source material generated by a custom Delphi program running under
Windows (using GLScene 3D components).

I have a longish recording of a local event, but the ending is abrupt. I
thought it would be nice to take a few highlight scenes, copy/paste to create
a couple of seconds still of each scene, and save them as separate .eli

For LVS, you mean? No, unfortunately. Gtk+ is supposed to offer that
internally (by remembering the previous location), but it doesn't.
