On my iPhone 5C, sometimes I don't get the option to decline a call.

As Sagar bro rightly said, when iPhone is unlocked and you get a call, it
says Accept and also presents you with a sepret button for rejecting the
call but when screen is locked, it only gives one option Answer and
pressing the power button twice quickly
