app::main goes in to action. The handler doesn't intercept any of the other
set locations. Why is it intercepting static pages? Is it a standard rule
that a handler for is never set?

startup.pl does not get repeated on a restart. However it will when
started with ./apachectl start. I have never encountered this with Apache
1.3.12 or 13.
