I received this email as well. This appears to be real. Here's a news story

I also logged in to my PayPal account and typed in the address in the email
into my bro
It looks legit (I always knew what paypal was doing
was completely dishonest, looks like it was also illegal).
If you type in the URL: www.paypal.com/settlement/
You get forwarded to a site about the settlement. So, unless someone high
up in Paypal's programming dept. is behind the scam

receive an "email from eBay" telling me that they could not email my usual
account for payment details to me as the file is too large (huh??) and that I
should log into My Ebay, go to accounts and check that I owed the stated amount
of mone
I received the same message, and since it was
addressed to my full name (which most spoofs aren't-they're usually
addressed to your account name, either from eBay or Paypal) I'm more inclined to
believe it's real.
